UAE caps private car registrations at five and sets e-scooter permits from age 15

New UAE traffic regulations effective January 1, 2027 limit one person to five registered vehicles and make permits mandatory for e-scooter riders aged 15 and over. The rules also set registration and renewal fees and bar unsafe vehicles from licensing, The National reported.

The UAE will cap the number of vehicles one person can register at five under executive regulations that take effect on January 1, 2027, The National reported. The rules come from cabinet decision No 174 of 2026, issued in October under the 2024 federal traffic law. Residents can register two vehicles at the standard fee, and a third to fifth vehicle will carry an extra charge. The article said the amount of that charge is not yet specified.

Riders of e-scooters, e-bikes and similar devices will need a permit valid for three years and must be at least 15. Their devices must have lights, brake lights, a warning sound and a rear brake. New registrations will cost Dh400, and renewals Dh350 plus Dh150 for inspection. Owners of new cars can ask for a two-year registration. Vehicles that fail road safety requirements will not be licensed, and right-hand-drive vehicles will be licensed for display only.

A traffic safety expert told the newspaper the rules match how people now travel. A road safety advocate said the lower age would have little effect without stronger enforcement.
