UK regulator proposes automatic rises in 128 thresholds, including Solvency UK size test

The Prudential Regulation Authority proposes to link 128 fixed thresholds for banks, insurers and credit unions to nominal UK GDP. The first update would be on 1 July 2031.

On 7 October 2026, the UK Prudential Regulation Authority (PRA) published consultation paper CP13/26. It proposes that 128 fixed monetary thresholds across banking, insurance and credit unions increase automatically in line with nominal UK GDP, as published by the Office for National Statistics.

The PRA says the in-scope thresholds include the size of an insurer that is subject to Solvency UK. The largest in-scope threshold is the £320 billion total-assets threshold for detailed capital reporting.

Under the proposal, the first automatic update would occur on 1 July 2031, with further updates every five years. The consultation closes on 7 February 2027. Deputy Governor Katharine Braddick said the change "will significantly help financial services firms plan for the future".
