Saudi insurers prepare for risk-based capital in 2027

In its 5 April statement, the Saudi Insurance Authority set 1 January 2027 as the effective date for a risk-based capital framework for insurers and reinsurers.

During 2026, companies are to calculate solvency under the new and existing frameworks in parallel. The authority describes a standard formula and the option of a full or partial internal model, subject to prior approval.

The framework also provides for subordinated debt as a capital instrument. This is background on the transition statement, not a new October rule or a firm-specific solvency assessment.
