Insurify joins design of 'Poppy' protocol for AI agents that shop for insurance

US online insurance marketplace Insurify has joined Sierra and other technology firms as an early design partner for Poppy, a proposed AI Personal Agent Protocol. Insurify said it will push for insurance-specific rules on shopper consent, coverage details and carrier protections when AI agents request quotes for consumers.

Insurify, a US online insurance comparison marketplace, said on 9 October that it has become an early design partner in Poppy, the AI Personal Agent Protocol proposed by Sierra and other technology companies. The protocol is meant to set ground rules for personal AI agents that act for consumers: users approve access, agents identify themselves, and companies set limits on what agents may do.

Insurify said it will take part in design discussions and argue for protections specific to insurance. It wants quotes handled by agents to keep coverage limits, deductibles, eligibility requirements and required disclosures, to preserve carrier attribution, privacy and security, and to curb automated quoting that adds cost without a real shopper behind it.

Co-founder and co-CEO Giorgos Zacharia said shoppers should be able to use the agent they choose "without losing the critical coverage information" they need, and described AI agents as "an important distribution channel for carriers". The company already offers personalised car insurance quotes through a ChatGPT plugin, with purchase through a licensed agent or insurer, and says it works with more than 120 carrier partners. Poppy remains a proposal; the release gives no timetable.

EIOPA: scaling AI in insurance raises provider dependence and cyber risk

In a Eurofi magazine article published on 16 September, EIOPA argues that wider use of AI in finance increases dependence on a few outside providers, market concentration and cyber risk. It cites a 2025 survey in which 65% of 347 insurers in 25 EEA countries already used generative AI, and says rigorous implementation of DORA and the AI Act matters more than new AI rules.
